PURPOSE OF POSITION:

Under the direction of the Pipeline Safety & Compliance Director or designee, assists and coordinates compliance activities necessary to adhere to the regulatory requirements of the Missouri Public Service Commission and the U.S. Department of Transportation. Along with these requirements, this position is responsible for natural gas and water project scheduling, customer coordination and project completion processes.

ESSENTIAL JOB FUNCTIONS:

1.Assists with natural gas regulatory programs and compliance records.

2.Monitors activities of regulatory bodies for advisory bulletins and rulemaking activities. Assists in preparing and filing written response to proposed rules, as appropriate.

3.Assists in the design of compliance processes, metrics, and plan implementations.

4.Performs activities in preparation for regulatory audits and surveys.

5.Performs basic analysis of City Utilities’ operations for compliance with regulatory standards and internal plans. Recommends changes to enhance compliance.

6.Assists in the collection and review of internal compliance documents and maintains an accurate compliance database for audits.

7.Assists Information Technology and other internal departments to create or modify regulatory compliance software systems.

8.Provides and/or arranges technical and regulatory training and qualification exercises for employees and contractor personnel.

9.Assists in the investigation and preparation of material failure reports.

10.Coordinate with department personnel to review leak causes and apply proper causes and threats in the natural gas leak tracking system, GLK.

11.Responsible for performing quality assurance checks of work performed by GIS staff.

12.Enters requisitions for materials and outside services into computer system and prepares pay authorizations for contracted work.

13.Coordinates routing, filing and/or scanning of as-built drawings as well as natural gas and water service cards.

14.Provides administrative support to Natural Gas & Water Engineering, Natural Gas Construction, Water Construction, and Contract Inspection Departments by assisting with meeting arrangements, meeting preparation, communication, payroll, databases, report preparation, and other CU administrative items.

15.Performs other related duties as assigned by management.

QUALIFICATIONS:

Education and Experience:

Bachelor of Science degree from an accredited college or university in geospatial sciences, information technology, construction technology, or related technical field is required. College level technical classes and related exceptional experience may be considered in lieu of college degree on a year-for-year basis. Two or more years of experience in natural gas, water or electric, compliance or technology experience or four years of other engineering, operations, or administration related experience is required. Natural gas pipeline safety compliance experience preferred.

Licensing/Certification:

Must have a valid driver’s license (minimum Class F).

Knowledge, Skills and Abilities:

  • Knowledge of:

  • Federal and state pipeline safety regulations.

  • Technological practices applicable to all functions of natural gas transmission and distribution.

  • General understanding of City Utilities’ policies and procedures as well as outside governing regulations and standards pertaining to the natural gas distribution systems.

  • Demonstrate good judgement, decision making, problem solving, and critical skills.

  • Excellent interpersonal skills and a collaborative communication style that results in effective working relationships with individuals of diverse backgrounds.

  • Effective written and oral communication skills and the ability to present material publicly to small and large groups of professionals and/or non-professionals.

  • Good organizational and analytical skills as demonstrated by the ability to collect, develop, assess, and blend information and recommendations from a wide variety of sources.

  • Ability to:

  • Skillfully handle personnel problems and situations involving tact, discipline, and employee recognition.

  • Interact effectively with the public, news media government officials, and fellow employees.

  • Work well under high stress levels, with frequent interruptions and with tight and often changing deadlines.

  • Meet deadlines and schedule work for a timely completion.

Physical Requirements:

Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Working in extreme temperatures, both hot and cold, is also required.

Working Conditions:

Normal office environment. May perform duties on facility sites in all weather conditions. Travel outside Springfield and Missouri may be required.

Miscellaneous Requirements:

  • Subject to Department of Transportation’s and/or Public Service Commission’s drug testing requirements.

  • Must be able to work successfully with diverse groups of people.

  • Employees must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.

TESTING:

Testing may be required.
